Introduction

The global economy can no longer rely on markets alone to allocate energy and critical minerals. The prior regime assumed higher prices would summon new supply, supply chains could prioritize cost over resilience, and geopolitical risk would remain a temporary disturbance. Energy security, rare earths, and the processing layers that turn raw ores into usable inputs have become instruments of state power. The competition to control them now shapes inflation, industrial strategy, defense readiness, and the next wave of technological buildout. The systems being built over the next decade, from grid expansion and electrification to AI infrastructure and advanced manufacturing, are materially more resource intensive than the economy they are replacing.

Resource concentration goes beyond geology. It relies on midstream dominance, permitting, capital intensity, environmental constraints, and decades of accumulated industrial policy. A small number of jurisdictions control the refining, separation, and conversion steps. The true bottlenecks sit far downstream from the mine. Western economies remain dependent on complex import networks even as they pursue strategic autonomy, creating a tension between security objectives and economic efficiency. Supply cannot expand quickly, substitution remains limited, and capital deployment must contend with long lead times, political intervention, and the reality that industrial capacity cannot be rebuilt on financial timelines alone.
