The Resource Cold War tests whether the global economy can still rely on markets alone to allocate energy and critical minerals. The previous era assumed higher prices would summon new supply, supply chains could be optimized for cost, and geopolitical risk would remain a temporary disturbance. That framework is breaking down. State power now targets energy, rare earths, and the processing layers that turn raw ores into usable inputs. The competition to control these nodes shapes inflation, defense readiness, and the feasibility of the next technological buildout. Grid expansion, electrification, AI infrastructure, and advanced manufacturing are materially more resource-intensive than the systems they replace.

Resource concentration goes beyond geology. It encompasses midstream dominance, permitting, capital intensity, environmental constraints, and decades of accumulated industrial policy. A few jurisdictions control the critical refining, separation, and conversion steps, placing the true bottlenecks far downstream from the mine. Western economies remain dependent on complex import networks while pursuing strategic autonomy, pitting security objectives against economic efficiency. Supply cannot be expanded quickly, and substitution remains limited. Capital deployment must contend with long lead times, political intervention, and the reality that physical industrial capacity cannot be rebuilt on financial timelines.
